which it is obvious that explanations will be wanted from the local Government, he should forward to the Governor copies of such Statements, so as to admit of the necessary explanations being sent home without the delay of references back to the Colony directed by the Postmaster General to requaint you for the information of Earl Grey, that the Postmaster of Hong Kong, in reporting to this office the amount of the Extra Charges in the case of Captain Larkins, could not have been aware that his Lordship would feel it necessary to bring such charges under the consideration of Earl Grey: but that, independent of this circumstance, the concluding paragraph of Governor Bonham's letter of the 16th November last, proves that His Excellency was informed that the Report had been transmitted to this Department.
